I am a year into the Aid and Attendance application process for my Mom, a widow of a veteran. It is daunting but I believe worth it. The maximum for a veteran is between$1500 and $1800 a month which makes it a valuable benefit.
we were denied the first time but rolled a supplemental claim and I am praying we will be successful. Do not be discouraged. Just stay with it. You can use for in home health care as well as to defray the cost of assisted living, which is what I plan to do for my Mom.

Check into the the VA's Program of Comprehensive Assistance to Family Caregivers - https://www.va.gov/family-and-caregiver-benefits/health-and-disability/comprehensive-assistance-for-family-caregivers/. There is an application process that must be completed within 90 days from when the application is submitted. The determination is based solely on the needs of the veteran and what the caregiver does for the veteran - not on any financial criteria. If approved, there is a monthly stipend for the caregiver (that can be used for home health aides or supplies or....), virtual support groups, virtual counseling, and up to 12 hours per week of respite care through a contracted home health agency. I've been on the program for 1.5 years and it's very helpful.

The Aid and Attendance process via the VA could take a year for an assessment. Make sure you find an advocate who can help you with the paperwork process, which is daunting and frustrating. Once assessed, the allotted/awarded fee may not be enough for in-home care. Don't expect this process to be fruitful or easy. My husband fought in the Vietnam War, and I just went through the same while filing on his behalf.

Your County should have a VA office. Make an appt to talk to someone there. With the VA it all has to do with time of service. If they are disabled from Military service. Aid and Attendance is one of the things a non-military spouse could qualify for. To qualify the serviceman had to serve during wartime.

If one qualifies yes the VA will cover for Aid and Attendance in the home, but you'll have to call (877)427-8065 to see if your loved one qualifies.
